The Civil Society Network on Climate Change (CISONECC)
is an umbrella body of Civil Society Organizations working in Climate Change
and Disaster Risk Management in Malawi. The Network’s mission is to provide a
platform for engagement between government and CSOs on climate change and
related fields for improved adaptation and mitigation to climate change
impacts, with an overall objective of building community resilience to the
impacts of climate change. CISONECC comprises of national and international
NGOs, other networks, alliances and research institutions, with a secretariat
based in Lilongwe.
1. Position
: Programmes Coordinator Reporting : National Coordinator
Duties and Responsibilities
Coordinate,
monitor or supervise the program related activities.
Develop
and recommend new or revised program goals and objectives.
Develops
and schedules program work plan in accordance with specifications and funding
limitations; oversees daily operations and coordinates activities of program;
determines priorities.
Monitors
and approves program expenditures ensuring that budget allocations are not
overspent.
Prepares
or assists in preparation of proposal for funding and/or funding continuation
from outside sponsors.
Confers
with and advises staff, interns, volunteers and others to provide technical
advice, problem solving assistance, answers to questions and program goals and
policy interpretation; refers to appropriate department person when unable to
respond.
Coordinates
activities of program with inter-related activities of other programs,
departments or staff to ensure optimum efficiency and compliance with
appropriate policies, procedures and specifications.
Prepares
periodic reports, financial statements and records on program activities,
progress, status or other special reports for management or outside agencies.
Evaluates
program effectiveness to develop improved methods; devises evaluation
methodology and implements; analyzes results and recommends and/or takes
appropriate action.
Reviews
applications or other program documents independently or in conjunction with
supervisor to determine acceptance or make decisions pertaining to program.
Support
recruitment of program staff members within CISONECC secretariat to manage
various activities, projects and programmes.
Develops
and facilitates workshops, meetings or conferences; coordinates logistics,
scheduling and participant communications.
Facilitating
planning and implementation of project based and other network activities
including monitoring, evaluation and reporting of network activities.
Assist
in conducting policy research and advocacy for issues/positions directly
related to the project outputs and outcomes on behalf of the network.
Such
other duties and responsibilities as the coordinator may from time to time
assign.

Qualification and Experience
Bachelor’s
Degree in Environment and Natural Resources Management with Diploma or
certificate in project management or monitoring and evaluation
At
least 5 years of relevant progressively administrative/coordination program
experience the public or private sector or equivalent.
Experience
with a Local and National Authority in a similar position.
Experience of
developing, implementing, monitoring and evaluation of strategic plans,
advocacy strategies and monitoring and evaluation strategies for projects,
programmes and institutions.
2. Position
: Finance and Administration Officer
Reporting : National Coordinator
Duties and responsibilities
Manage
financial and administration teams to achieve CISONECC financial goals.
Develop
the overall corporate financial goals and objectives.
Oversee
preparation of financial records related to general ledger, payroll, budget,
expense, etc.
Ensure
that cash flow forecasts are produced and updated regularly
Oversee
the preparation of all financial statements, invoices, proposals as required by
CISONECC policy.
Ensure
account receivables and payables activities are performed accurately and
timely.
Manage
the preparation of balance sheets, income statements, expense reports, etc.
Designing
and effecting the led down procedures to help CISONECC achieve the Network
objectives with regard to reliability of financial reporting, effectiveness and
efficiency of operations and compliance with applicable laws and regulations.
Ensure
data integrity in all financial reporting as required by international
standards.
Perform
finance analysis, reporting and management tasks different financial tasks.
Identify
and resolve invoicing issues, accounting discrepancies and other financial
related issues with different stakeholders.
Review
financial paperwork and procedures and make appropriate changes.
Supervise
CISONECC finance and administration team and provide adequate training.
Work
as HR in for the network and other related matters.
Attend
to both internal and external audit for CISONECC as required from time to time.
Managing
donor funds for CISONECC and act as a communication point with donors

The
Ideal candidate should be a holder of Bachelors of Accountancy/ Finance or
Business Administration obtained from Registered, recognized university and
should be accredited by NCHE or.
The
ideal candidate should be a Charted Accountant (ACCA/ICAM) with over 3 years
progressive working experience in finance and administration work in the public
or private sector or equivalent.
Competence
with QuickBooks or similar computer software, and Ms excel and Ms word.
3. Position :
Programme Officer (Communications and Advocacy) Reporting: Programmes Coordinator
Duties and Responsibilities
Implementation
of the CISONECC and projects publications policy; provides inputs, content
development, coordination of production and dissemination of press releases,
publications, articles and sharing of project knowledge and successes.
Provision
of inputs and information for elaboration of CISONECC’s communication strategy.
Support
towards increased awareness of CISONECC’S mandate and goals through
dissemination of information, and supporting organization of CISONECC events.
In
coordination with National Coordinator, support in development and preparation
of materials for profiling and awareness-raising including briefing materials
and press releases.
Facilitating
formulation, implementation, monitoring, evaluation and reporting of plans and
actions of the thematic clusters in line with the network’s strategic plan.
Planning,
budgeting and resource mobilisation on behalf of the network;
assist
in organization of publicity, advocacy, knowledge-sharing events and
promotional opportunities.
Assist
in the review of reference materials, identification of reference materials for
retention and maintenance of information database and photo library.
Organization and
implementation of joint CISONECC information campaigns.
Liaise
with media outlets to ensure that the appropriate information and messages are
reaching the public, including preparing press releases.
Prepare
promotional material on the CISONECC activities and projects, including
pamphlets, videos, etc.
Prepare
communication reports for the Programme Management Team and CISONECC.
Develop
and maintain a CISONECC website, Twitter, Facebook, and weekly updates to
members for information dissemination.

5. Position : Accounts
Officer Reporting: Finance and
Administration Officer
Duties and Responsibilities
Assist in budgeting and financial planning
for various projects and the organization.
Assist in preparing project reports and
submitting the same to the Finance officer for review.
Assist in ensuring timely capture and
reporting of financial data into QuickBooks.
Assisting Finance officer in budgeting for
project proposals and project implementation.
Maintain book keeping issues and updating
of all ledgers for the network and projects.
Updating of cashbook and bank
reconciliation for various projects accounts and for the network.
Preparing cheques, payment vouchers and
making payments.
Maintain Fixed asset register and updating
where necessary.
Ensuring all payments are properly liquidated.
Any other duties that may be delegated by
the Finance Officer.
