Background

The Civil Society Network on Climate Change (CISONECC) is an umbrella body of Civil Society Organizations working in Climate Change and Disaster Risk Management in Malawi. The Network’s mission is to provide a platform for engagement between government and CSOs on climate change and related fields for improved adaptation and mitigation to climate change impacts, with an overall objective of building community resilience to the impacts of climate change. CISONECC comprises national and international NGOs, other networks, alliances, and research institutions, with a secretariat based in Lilongwe.

The Civil Society Network on Climate Change (CISONECC) and Evangelical Association of Malawi (EAM), with support from Christian Aid, are implementing the Climate Change Adaptation and Sustainable Energy in Malawi (CCASE): Investments for Prevention of Loss and Damage in Malawi Project in Neno District. The project aims to develop anticipatory, absorptive, adaptive, and transformative capacities in Neno District of Southern Malawi while financing risk reduction measures to prevent, minimize, and address Loss and Damage, ultimately strengthening national and local resilience to disaster risks and promoting sustainable development.

CISONECC seeks to recruit an experienced and skilled candidate to work as a Programme Officer on Climate Change and Disaster Risk Management to support the implementation of activities related to the project.

Job Description

Position:

Programme Officer – Climate Change and Disaster Risk Management

Reporting to:

Programmes Manager

Duties and Responsibilities

Project Development, Management, and Implementation
  • Facilitating planning and implementation of project-based and other network activities, including monitoring, evaluation, and reporting of network activities.
  • Facilitating capacity-building initiatives within the network and its stakeholders on climate change issues.
  • Organizing and facilitating network events including workshops, conferences, and meetings, and disseminating proceedings.
  • Coordinating the network’s thematic cluster activities.
  • Facilitating the formulation, implementation, monitoring, evaluation, and reporting of plans and actions of the thematic clusters in line with the network’s strategic plan.
  • Building consensus and networking among CISONECC members within thematic clusters.
Partnership Management
  • Working with project partners, district-level structures, and stakeholders to agree on operational plans and monitoring indicators.
  • Identifying emerging opportunities for partnerships in climate change and disaster risk management.
  • Conducting review visits to partners and providing guidance on project quality delivery.
  • Developing capacity-building plans for partners and communities.
  • Forging strategic partnerships at national and international levels.
Research, Communications, and Advocacy
  • Conducting policy research and advocacy for project-related outputs and outcomes.
  • Supporting the implementation of CISONECC's publications policy.
  • Increasing awareness of CISONECC’s mandate through information dissemination and event organization.
  • Preparing advocacy and promotional materials, including social media content and press releases.
  • Organizing publicity, advocacy, knowledge-sharing events, and promotional opportunities.
Resource Management
  • Ensuring cost-effective utilization of project resources.
  • Planning, budgeting, and resource mobilization for the network.
Reporting and Work Programming
  • Conducting monitoring visits to partner organizations and project sites.
  • Providing regular updates to the Programme Manager on project progress and external influences.
Programme Quality and Learning
  • Implementing the MEAL framework for effective project monitoring.
  • Documenting and sharing successful models on climate change and disaster risk management.
  • Ensuring learning from projects is shared with stakeholders at all levels.
Representation, Network, and Alliance Building
  • Representing CISONECC in external fora as directed by the National Coordinator.
  • Building alliances and networks to enhance learning and collaboration.
  • Engaging in lobbying, campaigning, and advocacy efforts to influence policy and practice.
Funding and Donor Management
  • Ensuring compliance with donor requirements, including timely and quality reporting.
  • Supporting the management of donor visits and drafting high-quality donor reports.

Qualifications and Experience

  • At least a Degree in Environment and Natural Resources Management (or equivalent).
  • At least 5 years of experience in climate change and disaster risk management.
  • Strong advocacy and policy influencing skills, preferably in the climate change sector.
  • Experience working with government structures and developing communications strategies.
